Incarceration Weakens a Community's Immune System: Mass Incarceration and COVID-19 Cases in Milwaukee, Preliminary Results (6/2/20)

Researchers look at the effect of the number of people sentenced to incarceration (jail or prison) in 2015 on the concentration of COVID-19 cases between March 15 and May 11 of 2020 at the census tract level in Milwaukee. Preliminary results show that the number of incarcerations is a strong predictor of the number of COVID-19 cases above and beyond the effect of minority population, poverty, unemployment, and population not in the labor force. The concentration of minorities in the tract's population was the second strongest predictor. Census tracts with a majority minority population or that are diverse experience more COVID-19 cases than tracts with a majority White population. -
