On January 2, 2019, the United States Sentencing Commission released its report, Mandatory Minimum Penalties for Sex Offenses in the Federal Criminal Justice System. In the report, the last in a six-part series on mandatory minimum penalties, the Commission expressed concern that the mandatory minimum penalties for certain child pornography offenses (particularly receipt of child pornography offenses) and the resulting guideline sentencing ranges appeared to be excessively severe and inconsistently applied.
