PROVIDENCE, R.I. — The ceremonial courtroom at the United States Courthouse for the District of Rhode Island was filled to capacity as judges, attorneys, public officials, colleagues, family, and friends gathered to celebrate the formal investiture of Tara I. Allen as Federal Public Defender for the Districts of Massachusetts, New Hampshire, and Rhode Island.
The special session of the United States Court of Appeals for the First Circuit, presided over by Chief Judge David J. Barron, marked Tara's ceremonial assumption of office as the chief federal defender serving clients across all three states. The ceremony marked the first ceremonial investiture of a Federal Public Defender ever held in Rhode Island.
The ceremony reflected the deep respect Tara has earned throughout her career. Federal and state judges from across New England joined members of the defense bar, law professors, law clerks, court personnel, family and loved ones to honor a lawyer renowned not only for her exceptional advocacy but also for her generosity, mentorship, and unwavering belief in the dignity and potential of every client she represents.
Among the many moving tributes, one stood above the rest.
Remarks were delivered by a former client who is now a church pastor.
As he reflected on Tara's steadfast advocacy, compassion, and belief in him during one of the most difficult chapters of his life, the courtroom fell silent. When he concluded, the audience responded with an extended standing ovation - a powerful tribute not only to his journey, but also to the life-changing impact a dedicated public defender can have.

They described an advocate known for her intellectual rigor, relentless preparation, humility, and unwavering commitment to justice. Again and again, they returned to the qualities that have defined her career: extraordinary legal skill paired with deep humanity, and an enduring commitment to standing beside every client.
In her remarks, Tara turned the focus away from herself and toward the office she now leads.
Tara said “I am incredibly honored to lead this office because of the people. Every day, I have the privilege of working alongside some of the finest defense professionals in the country, investigators, paralegals, administrative professionals, and lawyers who pour their hearts, intellect, and talent into standing beside our clients. Our clients deserve nothing less, and it is the privilege of my career to serve with this remarkable team.”
