In 2017, off-duty Baltimore cop, who is walking in plainclothes near his Columbia, Md. home, sees two teens standing (innocently, it turns out) in carport outside another home. Jury: Pay $250k for gross negligence (in your private capacity, not as an officer).Fourth Circuit: Just so. (Reportedly, he was employed by the city years after the incident, at one point earning six figures for instructing young officers about the use of force.)
