CJA Resource Counsel are attorneys in private practice who provide valuable training and support services in the four districts without a federal defender organization. CJA Resource Counsel are selected by the district court and serve pursuant to a contract with the Administrative Office.

CJA Resource Counsel services for panel attorneys may include

• organizing and presenting training programs
• preparing and distributing resource materials
• answering substantive questions about CJA cases
• answering questions about appointment, compensation, and authorization of expert services

CJA Resource Counsel also

• provide advice to the district court and court of appeals regarding the appointment of counsel in federal capital prosecutions and capital habeas corpus matters
• serve as a liaison to the Federal Death Penalty Resource Counsel, Habeas Assistance and Training Counsel, and Federal Capital Habeas (2255) projects.
