CJA GUIDELINES

The guidelines related to the appointment of counsel in criminal cases are contained in Volume 7 of the Guide to Judiciary Policies and Procedures. The Guide is the official medium by which guidance and information is provided to the Judiciary in support of its day-to-day operations. It also codifies policies which are promulgated by the Director of the Administrative Office of the United States Courts (AO) and approved by the Judicial Conference of the United States.

Section A Guidelines for the Administration of the Criminal Justice Act and Related Statutes
Volume 7, Section A of the Guide deals with the appointment and compensation of attorneys, as well as payments for investigative, expert, and other services associated with the representation of persons under the Criminal Justice Act, 18 USC § 3006A.
 
Section B Regulation for the Appointment of Counsel and Guardians Ad Litem Pursuant to a Prisoner Transfer Treaty (18 U.S.C. § 4109(a)(2) and (b))
Volume 7, Section B of the Guide includes regulations of the AO pursuant to 18 USC § 4109(2) regarding the appointment and compensation of counsel representing participants in a prisoner transfer program.
